In 2008 the FCC gave GlobalStar a 16-month waiver from so-called ?gating??rules, which required it to guarantee that its satellite service would be continuously available?everywhere it offered?broadband?service, and also required it to maintain spare satellites in case of an urgent need. The first horses in North America would not have been able to hold their own in the Triple Crown. At just about 5.6 kilograms the Sifrhippus sandrae hoofed onto the scene some 56 million years ago about the size of a small dog.

But then a funny thing happened. In the next 130,000 years during the Paleocene?Eocene Thermal Maximum, these small equines got even smaller, reaching the tiny size of 3.9 kilograms?some 30 percent lighter than their initial heft. Just 45,000 years later, however, the genus had bulked up to seven kilograms. And the horses were not the only ones. Many other mammals in the area followed the same pattern.

These animals' sizes likely resulted from relatively rapid climate change, suggest the authors of a new study published online Thursday in Science.

The study "highlights the importance of temperature on evolution?particularly mammal evolution," says Felisa Smith, a professor of biology at the University of New Mexico in Albuquerque, who wrote an essay on the findings in the same issue of Science. And it adds a new high-resolution tracking of body size and temperature during a crucial?and long puzzling?time in geologic history.

The researchers did not have complete skeletons to measure for all of the animals, so to track the size of the horses over time they looked at their teeth?in particular, their molars. "It turns out that teeth are much better than femurs," Smith says. A leg bone "does tell you something about size, but teeth are much better." And as far as teeth go, she says, "the best thing to know is the area of the first molar."

The teeth came from a fossil-rich area called Cabin Fork in Wyoming and are part of a substantial collection at the University of Florida built in part by study co-author Jonathan Bloch, an associate curator of vertebrate paleontology there. From the collection, the research team could estimate the size of about 44 diminutive adult horses.

Some 40 percent of other mammals in the area seem to have experienced similar shrinking and subsequent growth, notes co-author Ross Secord, a vertebrate paleontologist at the University of Nebraska?Lincoln. They stuck with the small horses, however, because they had much more solid records from which to accurately date the samples.

The researchers used oxygen isotopes left by freshwater in the fossils to track mean annual temperature from when the animals had been alive. In particular, they sampled the isotopes from teeth of a large, water-dwelling mammal Coryphodon. With these isotope readings, "you get a little, tiny window as to what the temperature was at that time," Smith says.

This close reading has excited Smith and others who have been tracking animal size over the ages. "Although we knew that temperature might set a maximum for body size," Smith says, the new findings actually present a mechanism?and do so in a very detailed manner, showing "how animals responded to a particular temperature at a particular place at a particular time."

In a study of immigration's impact on U.S. cities, Cortes (2008) finds that metropolitan areas that have had larger influxes of low-skilled immigrants have lower prices for dry cleaning, child care, housing cleaning, yard care, and other labor-intensive services. Lower prices for these services translate into more hours spent at work for high-skilled workers, particularly among women with a professional degree or PhD (Cortes and Tessada 2009). Low-skilled immigration thus indirectly contributes to productivity growth by raising the effective supply of high-skilled labor.
2. Giovanni Peri, "Immigration, Labor Markets, and Productivity."? If all labor is identical, the effect of immigration on domestic wages is clearly negative, at least in the short-run.? But like Alden, Harper shows little concern for the rights of immigrants.? And he frustratingly equivocates between the "values of the people" as expressed in private behavior, and the "values of the people" as expressed in the voting booth:
[T]he goal of many of E-Verify's proponents is to bring the rule of law to the immigration environment. Fealty to law is important for the maintenance of a just and stable society, and immigration law is widely disrespected and often broken. But good law is not a hammer waved over the heads of subservient people. Good law gives expression to the values of the people.

Immigration law is disrespected and broken not because it is poorly enforced, but because it is inconsistent with the will of the people. In the main, the majority of the American people express their will quietly but insistently in their decisions to hire good, hard workers, and to enjoy the product of these workers' labor, indifferent to where the worker was born.

8. Margaret Stock. "Is Birthright Citizenship Good for America?" Stock's answer, of course, is yes.? But her piece is not persuasive.? People oppose birthright citizenship because they oppose immigration.? If you don't change their minds about immigration, you won't change their minds about birthright citizenship, either.

10. Raul Hinojosa-Ojeda. "The Economic Benefits of Comprehensive Immigration Reform."? Provides a computable general equilibrium model of the effects of different immigration reform scenarios.? Unfortunately, this approach just isn't transparent enough to change a skeptic's mind.? And I can't understand how the same model could imply that:

(a) Comprehensive immigration reform (amnesty, more or less) "results in higher wages--and higher worker productivity--for all workers in industries where large numbers of immigrants are employed."

AND

(b) Under mass deportation, "Wages do rise for less-skilled native-born workers under this scenario, but they fall for higher-skilled natives and the U.S. economy loses a large numbers of jobs."

Perhaps I'm missing something, but how can amnesty and mass deportation both boost wages for less-skilled natives?

11. Joshua Hall, Benjamin VanMetre, and Richard Vedder. "U.S. Immigration Policy in the 21st Century: A Market-Based Approach."? A lot of good material, but it ends on a disappointingly agnostic and amoral note:

As has been shown in this article, for every pro-immigration argument there is an opposing anti-immigration argument and thus it is unlikely that there will be an immigration policy that everyone will agree on. It is possible, however, to devise an immigration policy that would appeal both to those supporting more immigrants and to those who complain about the character of immigration after 1965.
Namely:
[C]reating an international market for visas. To start, each business day of the year 5,000 visas for entry to the United States would be sold in a NASDAQ-style marketplace by the federal government and each immigrant would need a visa to enter the country. There would also be a limited number of visas, maybe 100,000 annually, provided free by the federal government to refugees fleeing political, religious, or other persecution as is
done under current law.
My question for the authors: You find it "unlikely that there will be an immigration policy that everyone will agree on."? Fair enough.? But what makes you think that your proposal will have broader appeal than any other proposal on the table?? Indeed, how many non-economists would even consider your approach?

Further Thoughts on Homeschooling, Liberalism, and Special ...

I?ve been overwhelmed and gratified by the huge response to my Slate essay on secular, liberal homeschooling?especially Astra Taylor?s deeply thought rebuttal at N+1, which I highly recommend. Taylor maintains that her original piece was not prescriptive: that she does not believe progressive homeschooling is practical or right for all children, simply that considering its benefits?its child-centered ideology and disdain for testing?is a useful thought experiment when contemplating how to improve education broadly.?

To me, the salient question is how we get from point A) a public school system that isn?t doing a good enough job educating many kids, especially the neediest, to point B) a public school system that is more equitable and higher quality. Does the increasing prominence of homeschooling?both in terms of raw numbers of families joining the movement and homeschooling?s growing role in the political debate over education?serve this purpose? I continue to believe it does not, because it is difficult to improve an institution without broad buy-in into it.

Furthermore,?I?m concerned that the deep cynicism about public education reflected in Taylor?s original N+1 essay and other statements from progressive homeschoolers and unschoolers--in which schools are compared to prisons and public school educators are depicted as vicious enforcers of class and race hierarchies--only serves to lessen support for this crucial social institution.?

I received dozens of emails since Slate published my piece, most from politically liberal parents eager to share stories of how homeschooling allows their own children to flourish through field trips, hands-on projects, and curricula molded to their quirky interests. Others told me they believe their child?s special physical, emotional, or intellectual needs can not be adequately served by schools; this is a wrenching challenge for millions of families with special-needs children, and one I should have acknowledged in my piece. (Later in this essay, I?ll address special education at greater length.)

But my Slate piece was not about the benefits or drawbacks of homeschooling for?particular families or children. Rather,?my piece was about the educational needs of society at-large.?To clarify my own position, I do not think homeschooling should be illegal, and I acknowledge it may be the best option for a relatively small population of disabled and special-needs kids.?My own belief is that when?it comes to the typical child, however, homeschooling does not comport with crucial social justice values related to investing in the common good, and so I?d urge parents concerned with social justice?both broadly and in terms of their own children?s development?to think twice about making this choice.

The debate the article sparked, especially on the left, illuminates a deeper divide: What kind of liberalism does one subscribe to?one primarily concerned with the common good, or one primarily concerned with individual rights??Obviously a good society is made up of a careful, Rawlsian balancing of both these interests. But I believe?American liberalism weighs private interests and ?choice? too heavily, and that our society would be strengthened by more shared institutions and experiences, including in education.

Though just about 2 million children are homeschooled?compared to 55 million children in the public school system?homeschoolers are amazingly well organized, and have successfully lobbied many in the Republican Party to abandon their previous support for education spending and for federal and even state school improvement efforts. As secular progressives join the homeschooling movement in greater numbers, perhaps they will disassociate it somewhat from its outright hostility toward public education and efforts to improve it; one need not participate in a public institution to support it politically.

Yet as the political theorist Corey Robin deftly noted in our Twitter exchange about homeschooling, the social programs with the deepest support in the United States are those, like Medicare and Social Security, into which we all invest. In other Western democracies that have a history of greater public investment in education?and histories of greater respect for schooling and intellectual activity more generally?homeschooling and even private schooling is practically unheard of. Those cultural differences are why, as the New York Times reported last week, affluent, foreign-born parents in New York City enroll their children in public schools at nearly double the rate of native-born Americans in the same income bracket.

To respond directly to Taylor?s critique of my piece, I will admit to a romantic strain of thinking in some of my writing on public education. Looking back on the public schools I?ve chosen to report on over the past few years, from Newark to Queens to Denver, it?s true that I consistently visit excellent ones. In part, this is because I am eager to share best practices in the hope they can be replicated; in part, on an ideological level, I want to push back against ?Waiting for Superman?-like thinking, in which charter schools are misrepresented as the only public schools helping low-income children transcend the economic conditions into which they were born.?

That said, I try to stay vigilant about policing Pollyannaish tendencies in my work, knowing I come from a family of public school educators and that I had a generally positive public school experience in a district that was (and remains) in many ways unusual. To this end, my first long-form magazine feature about education entailed revisiting my hometown to confront an issue Taylor brings up in her rebuttal to my piece: the problematic history of de facto tracking by race and class in integrated public schools.

But the fact of the matter is, if there?s one reason to feel romantic about American public education, it?s that the public school system is required to educate all children, regardless of disability-status, behavioral problems, or whether or not they have parents actively engaged in their child?s education. Here is Section One of Title XI of the New York State Constitution:

The legislature shall provide for the maintenance and support of a system of free common schools, wherein all the children of this state may be educated.

The history of American public education is a history of efforts to make good on the Common School movement?s promise of universal, quality education. The Education and Secondary Education Act, signed into law by President Johnson in 1965, gave the federal government a new, aggressive role in supplementary funding for the education of disadvantaged children. When Congress passed the Individuals with Disabilities Education Act in 1975, it prevented states and districts from excluding special-needs children from public education.

It would be a farce to claim all public schools are doing a good-enough job at serving special-needs kids. But at least within the public system, parents have legal recourse when they believe their children are not being adequately served. In New York City, for example, there?s a fantastic organization called Advocates for Children that provides disabled kids, low-income kids, foster kids, and other disadvantaged populations with attorneys to represent their interests in confrontations with the public schools.

This is in marked contrast to the homeschooling cooperatives and radical ?free schools? I discuss in my Slate piece, in which ?problem? children may be completely excluded. In the Brooklyn preschool cooperative Sonia Songha joined, ?things got ugly? after the teacher suggested one child needed an individual aide, a common service public schools provide to kids on the autism spectrum, for example, or who are hearing-impaired. As parents in the co-op fought over whether to hire and how to fund an aide, two families pulled out.

And while the private Albany Free School Taylor visits in her N+1 essay is a fascinating (though, as Taylor admits, un-scalable) experiment in social-justice oriented education, it is not required to educate all children. Taylor writes:

At the time of my visit the staff had just dismissed a student for the first time in the school?s history. The boy, 10 years old and extremely large for his age, was angry and aggressive, intimidating and hitting his classmates without provocation. His peers knew his home life was tough, but their empathy didn?t deter him from terrorizing them. The whole community?teachers and students?held a meeting and, after discussing the issue at length, voted to have him leave.

Public school teachers and students are not allowed to vote any child out of a school.

Last spring I reported from Providence, Rhode Island and met Betsy Blanchette, a public school psychologist who specializes in working with children on the autism spectrum. Because the state of Rhode Island is required to provide free services to all disabled kids, Blanchette spends her day shuttling between up to six schools, some of them private schools, where she meets with students for counseling and with parents and teachers to design plans to educate special-needs children.

In 2010, Blanchette won an award as educator of the year from the Asperger?s Association of New England. She was nominated by the parents of a high-functioning autistic first-grader whose small private school had become overwhelmed by his needs. Reluctantly, the parents approached the Providence public schools for help; Blanchette was assigned to the case. She began meeting with the boy once a week to work on basic social skills, like how to interpret physical mannerisms or stay calm if a teacher ?redirects??changes directions for an activity mid-stream, a very confusing thing for a child on the autism-spectrum to understand, since they tend to be highly-literal and rules-oriented. Blanchette encouraged the family to enroll their son in public school, and then convinced the district to hire a full-time aide to attend class alongside the boy. Today he is in a fifth-grade inclusion classroom and doing well.

In this case, only the public school system had the expertise, resources, and legal responsibility to serve this particular child. And at the end of the day, that?s why homeschooling is severely limited as an education reform thought-experiment. Because the vast majority of two-income and single-parent families will never be able to homeschool or afford private school, we need to pursue educational equality within the confines of the public school system we have?a system that is constantly struggling, in a legally-accountable way, to balance the needs of individual children with the needs of the community at-large. The more of us engage in this struggle, by enrolling our kids in public schools and supporting public schools politically, the better these institutions will be.

Update: I forgot to mention that a few homeschoolers wrote to me saying they also believe investing in the common good is very important, so despite pulling their kids out of public schools, they have them volunteer, visit cultural institutions, and do other activities related to giving back. This is great, but again, this is the private liberalism of piecemeal philanthropy, not the sort of public liberalism I support, in which we build strong, shared social institutions capable of systemically addressing poverty.

Update 2: Yes, of course the choice of where to live, in terms of moving to a "better" school district, severely impacts educational equality and buy-in to the common good, as well--and is far more common than homeschooling. Reading the Short Story: Novella, Short Novel, Long Story: Four ...

You can bet that whenever a critic reviews a new collection of short stories that includes a long story, or what the reviewer sometimes terms a ?novella,? he or she will usually argue that the long story is the best, most complex, story in the collection. This is often a result of the unexamined assumption that a novel, by its very length, is more complex than a short story and that since the word ?novella? has the word ?novel? embedded in it, it must be that a novella, by its very length, and thus its similarity to a novel, must also be more complex than a short story.

However, the word ?novella? did not originate as a generic term for a long fiction, but rather for a short one. The word "novella" comes from the Latin word novellus, a diminutive of the word novus, which means "new." It first became associated with the telling of stories in the thirteenth century with collections of "new" versions of old saint's tales, exempla, chivalric tales, and ribald stories. Eventually, the term became associated with tales that were fresh, strange, unusual--stories, in short, that were worth the telling. The most decisive historical event to establish the term "novella" as a designation for a "new" kind of fiction was Boccaccio's decision to give the name "novella" to the tales included in the Decameron in the fourteenth century.

What made Boccaccio's stories "new" was the fact that they marked a shift from the sacred world of Dante's "divine" comedy to the profane world of Boccaccio's "human" comedy. However, the resulting realism of the Decameron should not be confused with the realism developed by the eighteen-century novel. The focus in Boccaccio's tales is not on a character presented in a similitude of everyday life, but on the traditional world of story, in which characters serve primarily as "functions" of the tale.

With Cervantes, in the sixteenth century, as with Boccaccio before him, something "new" also characterizes the novella. First, Cervantes in his Exemplary Novels (which are of the length we usually associate nowadays with the ?novella,? i.e. a long story) does not present himself as a collector of traditional tales but as an inventor of original stories. As a result, he becomes an observer and recorder of concrete details in the external world and a student of the psychology of individual characters. Although plot is still important, character becomes more developed than it was in the Decameron, and thus psychological motivation rather than story motivation is emphasized. Characters do not exist solely for the roles they play in the stories, but also for their own sake as if they were real.

In Germany, in the first quarter of the nineteenth century, the novella began to detach itself from the notion of the form inspired by Boccaccio and Cervantes and to be supported by a theory of its own and also to be associated with a long story and termed novelle. It is this form that Henry James refers to in his preface to Lesson of the Master, calling the ?beautiful and blest nouvelle? his ?ideal,? adding that the ?main merit? of which is ?the effort to do the complicated thing with a strong brevity and lucidity?to arrive, on behalf of the multiplicity, at a certain science of control.? James?s conviction is that the novella may be more complex than the short story, but that it has the brevity and control of the short story?that it is not ?complicated? in the same way the novel is.

One of the best suggestions I have read about the difference between the ?complications? of the novel and the ?complications? of the novella was made by John Gardner and Lennis Dunlap in the textbook collection of short stories they edited in 1962, The Form of Fiction. They refer to the long story as a short novel.

?Because the short novel writer tends to follow a single character, the rhythm of the short novel is usually like that of the story, not like that of many novels, in which points of tension arise first in an episode concerned with one character, then in an episode concerned with another. Also, action in the short novel?almost necessarily?tends toward symbolic meaning. Whereas the short story writer characteristically explores meaning in some basic situation, the short novel writer concerns himself with a protracted action; and since the short novelist usually cannot enrich the protracted action he is presenting by juxtaposing it against another protracted action within the work, as would the novelist, he tends to enrich and the same time unify the total action by exploring it in symbolic terms. That is, in addition to imagistic symbolism, the short novel writer is likely to use symbolic juxtapositions of action, either within the total action or between actions in the work and actions lying outside it.

?Since the use of action as symbol is often apparent only in retrospect, that is, only after the pattern is established, symbolism borne by action, unlike imagistic symbolism, is not likely to leap out at the reader each time it appears.

?The point here is not that the short novel must be symbolic on the level of action or that the short story and novel may never use symbolism in this way. But such symbolism is far more common in good short novels than in good short stories and novels and may therefore be considered a common, though not an essential, feature of the form.?

Irving Howe, in his introduction to Classics of Modern Fiction: Eight Short Novels, (1968), has also suggested this notion of symbolic action in the short novel or novella:

?Whereas the short-story writer tries to strike off a flash of insight and the novelist tries to create an illusion of a self-sufficient world, the author of the short novel is frequently concerned with showing an arc of human conduct that has a certain symbolic significance. The short novel is a form that encourages the writer to struggle with profound philosophic or moral problems through a compact yet extended narrative. In fact, it seems to be the one literary genre in modern times capable of performing the functions that in earlier ages was the privilege of allegory. The material in a short novel is full enough to allow its symbolic significance to emerge with greater complexity than could be expected from a short story; it is brief enough to ensure the work?s being self-contained, compressed, and disciplined.?

Judith Leibowitz, in her book Narrative Purpose in the Novella (1974) says that the generically distinct nature of the novella is its double effect of ?intensity and expansion.? She notes that all the thematic motifs in the novella are interrelated, which creates an intensity of focus: ?This outward expansion from a limited focus is the effect of the typical plot construction of the novella. The action in a novella does not give the effect of continuous progression, of a large area being covered as in the novel, but of a limited area being explored intensively. The action is generally compressed by means of a repetitive structure.?

Anyone familiar with the classics of the novella form in the nineteenth and twentieth century will sense the rightness of these suggestions about symbolic action, intensity of focus, and compression. Consider the following, for example:

I have already commented in early blog posts on Yiyun Li?s ?Kindness,? Denis Johnson?s Train Dreams, and Julian Barnes? The Sense of an Ending?contemporary novellas/short novels/long stories (what you will) that have bee critically well received. All three have some of the aspects we often associate with novels; for example, all three deal with the whole life of a central character?well, not the whole life, but rather significant chunks of the whole life of the character, and all three seem firmly contextualized within an historical epoch or era. They also exhibit some of the aspects we associate with the short story; for example, all three, in addition to being organized historically, are also organized thematically, with episodes selected to symbolically echo the central theme; and all three are relatively tightly organized, with few of the extraneous asides and subplots that we often associate with novels.

Much the same can be said of Anthony Doerr?s novella-length title story from his prize-winning collection, Memory Wall. Doerr?s story covers the whole life of its central character, seventy-four-year-old Alma Konachek, by using a futuristic concept of storing her memories (rapidly fading from her mind by dementia) on recorded cartridges. Thus, the concept of a whole life, which is embodied somewhat chronologically in the other three novellas under consideration here, is concretely embodied.

At one point, Alma?s doctor tells her: ?Memory builds itself without any clean or objective logic: a dot here, another dot here, and plenty of dark spaces in between. What we know is always evolving, always subdividing. Remember often enough and you can create a new memory, the memory of remembering.? Doerr echoes this notion of memory with Alma?s husband Harold?s obsession with a rare fossil, and with the general notion of time being compressed/preserved in a spatial way. When one character stares at a photo of Harold, he thinks he is ?doomed to repeat the same project over and over, hunting among a thousand things for a pattern, searching a convoluted landscape for the remains of one thing that has come before.?

The question of whether these four works are long stories, short novels, or novellas is first of all a marketing issue. If the work is marketed in a single volume, as it is for The Sense of an Ending and Train Dreams, the publisher, appealing to the public preference will label it on the cover as a novel. If it is in a collection or short stories, it may be labeled as a novella, e.g. subtitled something like ?Selected Stories and a Novella.? The phrase ?short novel? has no real marketing value.

In my opinion, there is a critical difference between a novel that is short and a story that is long. Both in its tradition and in its way of meaning, the novella is closer to the short story than to the novel. Indeed, any time the novella begins to veer away from short story technique and closer to novel technique, it is perhaps better to use the term ?short novel? to refer to it. In other words, in my opinion, a short novel is just a novella badly done, or a novel that just happens to be short.

Which of the four cited works would I call short novels and which would I call novellas? I think Barnes? The Sense of an Ending is a short novel, for Barnes too often indulges in the novelistic temptation to ruminate, pontificate, and wander about in seemingly interesting, but not really thematically essential sidebars. I also think Yiyun Li?s ?Kindness? is more like a short novel than a long story, for it mostly just charts the lonely life of a single character within the context of her social life in the Chinese army.

However, I see Denis Johnson?s ?Train Dreams? as being more like a novella or long story in its use of myth, legend, symbolism, and in its thematic organization around repeated motifs. I also see Anthony Doerr?s ?Memory Wall? as more like a novella or long story in its single-minded focus on the theme of memory, although I find it much more self-consciously constructed and less magical than ?Train Dreams.?

Why are these generic terms important? Well, as I have suggested before, you cannot really read a work in any meaningful way unless you have some orientation as to ?how? it means and thus what to expect from it. Of course, generic expectations can be exploded by a good writer, who always manages to create a new thing out of an old thing. But, the reader still has to have some familiar starting point in order to understand the new thing. Jean Piaget and Jerome Bruner talk about this dual process of assimilation and accommodation in a child?s development. And E. H. Gombrich discuses it in relationship to art in Art and Illusion, 1960.
