Long-time head of Winthrop University retires
ROCK HILL, S.C. (AP) - The campus leader who's headed South Carolina's Winthrop University for nearly a quarter-century is heading into retirement.
The Herald of Rock Hill reports (http://bit.ly/14EQcf6 ) that Winthrop President Anthony DiGiorgio arrived in 1989 and is leaving on Sunday after 24 years.
DiGiorgio changed the former women's school once known mostly for training teachers into a public university that receives national recognition. He has worked to upgrade campus buildings and services, and keep operating with dramatically reduced state funding.
DiGiorgio's successor is Jayne Marie Comstock, a former vice president of academic affairs at Butler University in Indianapolis.

President Barack Obama met privately Saturday with relatives of critically ill anti-apartheid leader Nelson Mandela in the midst of a three-nation tour through Africa.
Obama praised the former South African president as a towering historical figure who paved the way to social justice and racial reconciliation in a nation turn asunder by generations of white-minority rule.
"I also reaffirmed the profound impact that his legacy has had in building a free South Africa, and in inspiring people around the world -- including me," Obama said in a statement.
Obama also spoke by telephone with Gra?a Machel, Mandela's wife, while she remained at the 94-year-old former statesman's beside.
"I expressed my hope that Madiba draws peace and comfort from the time that he is spending with loved ones, and also expressed my heartfelt support for the entire family as they work through this difficult time," Obama said, referring to Mandela by his honorary clan name.
The White House announced earlier that Obama, "out of deference to Nelson Mandela's peace and comfort and the family's wishes," would not visit the Pretoria hospital where the ailing leader has spent three weeks being treated for a lung infection.
Meanwhile, police officials fired off stun grenades Saturday to break up a group of about 200 protesters who had congregated outside the Soweto campus of the University of Johannesburg, where Obama spoke at a town hall meeting with students. Some demonstrators carried signs depicting Obama with an Adolf Hitler mustache.
54-year-old Ramasimong Tsokolibane told the Associated Press that a host of trade unions and civil society groups protesting outside the university object to Obama's conduct as commander in chief.

"People died in Libya. People are still dying in Syria," Tsokolibane told the AP. "In Egypt, in Afghanistan, in Pakistan, drones are still killing people. So that's why we are calling him a Hitler. He's a killer."
A June Pew poll found that Obama enjoys widespread popularity among the South African people.
Obama earlier Saturday conducted bilateral talks with South African President Jacob Zuma at the historic Union Buildings. The two leaders held a press conference that touched on a wide range of political issues, from global trade to U.S. immigration reform.
But the focal point of the conference was Mandela's failing health and powerful legacy.
Zuma told assembled reporters that Mandela was in critical but stable condition Saturday, according to the Associated Press.
Obama called on African leaders and political actors across the globe to follow in Mandela's footsteps and put patriotism ahead of personal concerns.
?We as leaders occupy these spaces temporarily and we don?t get so deluded that we think the fate of our country doesn?t depend on how long we stay in office,? Obama said.
Obama is slated Sunday to visit Robben Island, the former penal colony where South Africa's first black president spent 18 of the 27 years he was locked up in apartheid jails, Reuters reported. He is due to head to Tanzania on Monday.

Report: Israel arrests unarmed Palestinians crossing Gaza border
TEL AVIV, Israel (Ma'an) -- An Israeli army unit arrested two unarmed Palestinians who crossed the Gaza Strip border fence near Kisufim, Israeli media reported Saturday.
Israel's Ynet news site said the soldiers fired in the air but did not injure the Palestinians.
It said they were taken for interrogation.

Stones to play long-awaited Glastonbury gig
PILTON, England (AP) ? This could be the last time, as Mick Jagger once sang. For the Rolling Stones, it's definitely a first.
The veteran rock rabble-rousers play Britain's Glastonbury Festival on Saturday, their debut appearance at the country's most prestigious rock music event.
Many of the 135,000 festival ticket-holders are expected to cram the space in front of the Pyramid Stage for the gig.
Jagger wouldn't reveal details of the set list in a pre-show BBC radio interview, saying "it's nice to have a bit of a surprise."
Jagger, who turns 70 in July, also gave no clue about whether the band he started with Keith Richards in 1962 will ever call it quits. He said, "I've no idea," before telling an interviewer that he'd probably continue as long as he was wanted.
The Stones turned down offers to play Glastonbury for years, but appear to have embraced the down-to-earth spirit of the festival, held on a farm in southwest England. On Saturday Jagger tweeted a picture of himself outside a yurt, a Mongolian-style felt tent where he reportedly spent the night.
Stones guitarist Keith Richards said the band was "destined to play Glastonbury."
"I look upon it as a culmination of our British heritage really," he said. "It had to be done and it's going to be done, and we'll see what happens, you know."
The Glastonbury Festival was founded by Michael Eavis in 1970 on his Worthy Farm near Pilton, 120 miles (193 kilometers) southwest of London. It is famous for its eclectic lineup ? and the mud that overwhelms the site in rainy years.
Other performers on Saturday include Elvis Costello and Primal Scream.
The three-day festival wraps up Sunday with a headlining set from Mumford & Sons.

A new study from researchers at Uppsala University and University of Havana uses mathematic modeling and experiments on ants to show that a group is capable of developing flexible resource management strategies and characteristic responses of its own. The results are now published in Physical Review Letters.
Group-living animals are led to regulate their activity and to make decisions on how to manage resources, under the action of a variety of environmental stimuli and of their intrinsic interactions. The latter are typically cooperative, in the sense that the activity of a single animal increases nonlinearly with the number of already active ones.
The researchers monitored experimentally and using mathematical modeling the activity profile of food-searching ants in a natural environment. The number of ants entering in or exiting the nest was recorded as well as the local temperature over several days.
The study shows that the group is capable of developing flexible resource management strategies and characteristic responses of its own. This is achieved by operating in an aperiodic fashion close to a regime of chaos, where nonlinearity is especially pronounced and offers the group more options than just following passively the day/night temperature cycle.
Furthermore, the group bursts into its foraging activity rapidly and subsequently relaxes to the inactive mode more slowly. This flexible behavior is reminiscent of "free will" in the sense that groups' activities are not totally constrained by the environment but on the contrary constitute new, emerging modes of behavior not encoded in the external stimuli or in the activity rhythms of the individuals within the group.
"Our results are likely to account for a wide range of temporal rhythms observed across the animal kingdom as well as in human societies", says Stamatios Nicolis, researcher at the Department of Mathematics, who lead the study.
"For instance, signal processing in the brain typically leads to complex patterns of electrical activity as witnessed by the electroencephalogram whose aperiodic, chaotic-looking structure is not a simple replica of the signal but reflects instead the ability of the brain to store vast amounts information and to process them selectively depending on the circumstances", says Stamatios Nicolis.

OK to slaughter horses for meat, federal agency tells New Mexico plant

WASHINGTON -- A New Mexico meat plant received federal approval on Friday to slaughter horses for meat, a move that drew immediate opposition from animal rights group and will likely be opposed by the White House.
The U.S. Agriculture Department said it was required by law to issue a "grant of inspection" to Valley Meat Co, Roswell, New Mexico, because it had met all federal requirements. Now, the USDA is obliged to assign meat inspectors to the plant.
The USDA also said it may soon issue similar grants for plants in Missouri and Iowa.
Horse meat cannot be sold as food in the United States, but it can be exported. Attempts to reach Valley Meat Co. via a number listed online were unsuccessful.
Valley Meat would be the first meat plant to be allowed to slaughter horses since Congress banned it in 2006.
It is not known when the plant will start production, but two bills in Congress want to ban horse slaughter and President Barack Obama has asked Congress to ban it.
The Humane Society of the United States and Front Range Equine Rescue threatened on Friday to sue the USDA, saying horses are raised as pets and as working animals. Because they are not intended as food animals, horses are given medications banned from other livestock, the groups said, questioning if the meat would be safe.
The USDA says it can test for residues of 130 pesticides and veterinary drugs.
Congress effectively banned horse slaughter in 2006 by saying the USDA could not spend any money to inspect horse plants. Without USDA inspection, meat plants cannot operate.
The ban was part of the annual USDA funding bill and was renewed a year at a time through 2011. The prohibition expired in October 2011.
Lawmakers could vote on reinstating the ban in coming weeks when the USDA appropriations bills are debated in the House and Senate. But no date has been set to consider the bills and it could be months before work is completed.
The USDA said it was required by law to issue the grant of inspection because Valley Meat met all federal requirements. At one point, the company sued the USDA for an overly long review of its application. Once it issues a grant of inspection, the USDA is obliged to assign meat inspectors to a meat plant.
"Until Congress acts, the department must comply with current law," said a USDA spokeswoman.
Valley Meat retrofitted its plant for horses after drought weakened its cattle slaughter business.
Horse meat is sold for human consumption in China, Russia, Mexico and other foreign nations and is sometimes used as feed for zoo animals.
But in the United States, horses enjoy a higher stature, more akin to house pets, than to hogs, cattle and chickens.
An estimated 130,000 U.S. horses are shipped annually to slaughter in Canada and Mexico. Groups have quarreled for a decade whether a ban on slaughter will save horses from a cruel death or lead to abandonment by owners of animals they cannot afford to feed or treat for illness.
Early this year, regulators discovered that horse meat was being sold as beef in Ireland. The mislabeled meat was found in meatballs sold by Swedish retailer IKEA in much of Europe and in other outlets.
USDA conducts tests on domestic and imported products to identify the species that yielded the meat. The tests can distinguish beef, sheep, swine, poultry, deer and horse.
As well, USDA stepped up its species testing in April because of the meat adulteration scandal in Europe.

FDA Gets Tough on Tobacco
As the Food and Drug Administration this week announced the rejection of four proposed tobacco products, experts voiced hope that the federal government can diminish tobacco use through regulation.
The FDA's decision Tuesday marked the first time tobacco products were subject to federal oversight. The FDA also authorized two new tobacco products though they are versions of what's already on the market.
The FDA's authorizations come four years after the passage of the Family Smoking Prevention and Tobacco Control Act, which gave the FDA the ability to regulate any new tobacco products put on the market.
"[The] historic announcement marks an important step toward the FDA's goal of reducing preventable disease and death caused by tobacco," FDA commissioner Dr. Margaret Hamburg said in a statement.
According to the Centers for Disease Control, tobacco smoke and secondhand smoke is responsible for the death of 443,000 Americans each year. Experts said the FDA's regulations were just one small step towards diminishing the use of tobacco in the U.S.
Dr. Richard Hurt, founder and director of the Mayo Clinic Nicotine Dependence Center in Minneapolis, said he was pleased the FDA had started to regulate products, although he remained concerned that it took the FDA four years to make a final decision about six products.
"This is just the toe in the water of the FDA's regulation," said Hurt. "All of us in the tobacco field have been waiting for them to do something."
Mitch Zeller, director of the FDA's Center for Tobacco Products, admitted that the process "has taken time," but believed it would become more streamlined in the future.
"As all involved parties continue to gain more experience, FDA expects the process to move much more quickly," Zeller told reporters during a call on Tuesday.
Some 4,000 tobacco products await FDA authorization. Approximately 3,500 of those products are already on the market because they beat a deadline that would have held them off the market pending FDA authorization. They are allowed to remain on the market unless the FDA issues an order saying they do not meet specific standards.
The products that were authorized were two different kinds of Newport non-menthol cigarettes from the Lorillard Tobacco Co. The FDA said they would be allowed on the market because they did not raise different public health questions than comparable products already on the market. By law, the FDA cannot name the four products that were rejected or their manufacturers.
The FDA said there could be a number of reasons new tobacco products do not get authorization, such as if they raise questions of public health, or if there was a lack of data on their impact on public health or incomplete test data.
The FDA's authorization did not mean the products were any healthier than other tobacco products. The FDA authorizes the products on the basis that they will not present more harm to the public health than a comparable product already on the market.
Though the two products passed FDA muster under the guidelines of the Family Smoking Prevention and Tobacco Control Act, that does not allow Lorillard to claim they have FDA approval, because they do not meet the criteria of being "safe and effective" for users.
Lorillard Tobacco CEO Murray Kessler said he was "pleased" with the FDA's ruling.

U.S. boss held captive by angry Chinese employees released

BEIJING (Reuters) - Chinese factory workers on Thursday released their U.S. boss, held captive for a week, after a compensation dispute was resolved, a company official and union representative said.
Chip Starnes, president of Specialty Medical Supplies, in the Beijing suburb of Huairou, was allowed to leave the factory and was resting in a hotel, the company official said.
The workers had demanded severance packages identical to those offered to 30 employees who were recently laid off, even though the firm planned no further layoffs, Starnes said earlier.
"The mass labor dispute incident for this unit has been resolved," said Chu Lixian, head of the rights and interests department of the Huairou District Labour Union.
"Both sides have come to an agreement through joint efforts made by Mr. Starnes and the workers' side. The results have turned out to be satisfactory."
The workers' demands followed rumors that the entire plant was being closed after the company's plastic injection molding division began a move to India to lower production costs.
"As of now my boss Chip feels exhausted after two harsh days and has gone back to a hotel, okay?" Specialty Medical General Manager Xing Shuang told Reuters Television. "This is all I have to say."
Starnes spent the week inside the plant, which produces alcohol pads and plastic blood lancets for diabetics, behind barred windows. He could not be immediately reached for comment.
The stand-off highlighted one of the lesser-known risks of doing business in China - that trust between workers and management, and faith in the legal system, is often low.
Starnes, whose company is based in Florida, flew to China on June 18 and his detention started on Friday.

The Supreme Court is expected to hand down several rulings Tuesday, two of which have the potential to drastically expand the rights of gays and lesbians in the country.
As the term draws to a close at the end of this week, the nine justices still have not released decisions in two highly anticipated gay marriage cases?Perry v. Hollingsworth and Windsor v. United States?as well as one key case involving race, Shelby County v. Holder.
At 9:00 a.m., the experts at SCOTUSblog?SCOTUS stands for Supreme Court of the United States?will begin analyzing what the Court might do in the liveblog below, and when a decision is handed down, this liveblog will likely be the first place to break the news.
In the Perry case, the court is expected decide whether California voters discriminated against gay people when they voted to ban same-sex marriage. In Windsor, the court is weighing whether the federal Defense of Marriage Act?which limits all federal marriage benefits to opposite sex couples--violates the constitutional rights of same-sex couples.
In Shelby, the justices could significantly scale back the federal government's right to supervise states with a history of voting discrimination against minorities.

CANBERRA, Australia (AP) ? Australian Prime Minister Julia Gillard threw open her job to a leadership ballot Wednesday in response to reports that supporters of her intra-party rival Kevin Rudd were gearing up to challenge her.
Gillard said there will be a ballot of lawmakers in the ruling Labor Party at 7 p.m. Canberra time (9 a.m. GMT, 5 a.m. EDT).
Rudd has not yet said whether he will challenge Gillard, who ousted him as prime minister in 2010. He previously had ruled out such a challenge unless he was assured of the overwhelming support of his colleagues.
Opinion polls show that the party could face huge losses in elections set for September, but that Rudd would be a more popular leader than Gillard.
"I wouldn't be putting myself forward unless I had a degree of confidence about the support of my parliamentary colleagues," Gillard said.
While not mentioning Rudd by name, she said the loser of the ballot should quit Parliament at the election. She said it was not right to have a "person floating around as the potential alternative prime minister."
Gillard's announcement followed media reports that a petition was circulating among the 102 Labor Party lawmakers. A special party meeting to discuss a leadership ballot would have been called if at least 34 lawmakers ? 30 percent ? signed that petition, but her announcement eliminated that step.
Rudd's supporters are desperate to have a ballot before Parliament rises for the last time Thursday ahead of elections set for Sept. 14. Opinion polls suggest Labor could lose around half its 71 seats in the 150-seat House of Representatives, where parties form the government.
Rudd had been a popular prime minister who started sliding in the polls when Gillard, his then deputy, challenged him to a leadership ballot three years ago. He did not contest the ballot when he became aware of the level of Gillard's support and she became prime minister unopposed.
Weeks later, Gillard led Labor to a narrow election victory and formed an unpopular minority government with the support of independent lawmakers and a legislator from the minor Greens party.
In a 2012 ballot, Gillard easily defeated Rudd 71 votes to 31. In February, she threw open her job to a leadership ballot to end leadership speculation, but Rudd refused to challenge and she remained prime minister.
Opposition leader Tony Abbott challenged Gillard on Wednesday to bring forward the election to Aug. 3 because of the new wrangling over leadership.
"Given the paralysis now griping her government and irreconcilable differences in her party over its leadership, will she bring forward the election date to Aug. 3 and let the people decide who should run our country?" Abbott asked in Parliament.
Before announcing the leadership ballot, Gillard replied that she continued to govern effectively.
"I can assure him (Abbott) and I can assure the Australian people that as prime minister I am getting on with the job," she said.

In Buffalo, long-time fans are worried about freezing their butts off, literally.
Seat cushions fall under the league?s ban, and for those in Ralph Wilson Stadium (particularly those in the bleachers) that?s a huge factor.
?I think it?s terrible,? 96-year-old Bills fan Ray Deibel said, via Gene Warner of the Buffalo News. ?The seats are cold, and the cushion gives you some insulation. I can?t imagine them banning cushions for the seats.?
Informed that the seat cushions were now prohibited because of terrorist concerns, Deibel responded exactly the way you?d expect a 96-year-old Bills fan to respond.
?Oh jeepers,? he said. ?I?m all for the inspections, including the body scanning, and the delay in getting into the stadium is worthwhile for safety. But I think that?s ridiculous to ban seat cushions.?
Bills fans can still bring their own foam pads or portable seat backs, but nothing with covers or pockets.
?I don?t like it,? said Doug Pagano, apparently a counter-terrorism expert. ?I don?t think these terrorists are going to put their bombs in seat cushions.
?There are a lot of risks involved in life. You can?t prevent everything. Just because one guy has a bomb in his shoes, why should millions of people have to take off their shoes at airports? You can?t prevent all risks. I think the NFL is going a little bit overboard.?
While that might be true ? and the teams would certainly be happy to sell you a brand new seat cushion on each visit ? it?s also the kind of change that?s not turning around.
Bills fans will just have to brace themselves and their backsides, or just watch the game on their warm, soft couches.

Sandra Bullock: 'I let loose' with 'F-bombs' in film

It's never a dull moment with Sandra Bullock in the TODAY studio, and an interview that aired Tuesday was no exception as the actress discussed her new film "The Heat" (with Melissa McCarthy).
But before getting to "The Heat," Bullock recalled her last visit to the show in 2011 when she was on to talk with Matt Lauer about her film "Extremely Loud and Incredibly Close."
What ensued was a goofy banter worthy of, well, a Bullock comedy:
"We were here for 'Extremely Loud,'" she reminded him.
"That's right, I do remember that," he said.
"But apparently, I got very upset with you, and then you sent me flowers to apologize," she said, and put on a sassy tone: "I got no flowers."
"I didn't know you were upset with me," said Lauer.
"I didn't either, but apparently you sent flowers," she said.
"Is that what they wrote about us?" he asked. "Do we have a feud?"
"Can I just get some flowers, just for the heck of it, before this weekend?" she asked.
Which led Lauer to bounce up and try to retrieve a large potted flower arrangement over by the windows. A gentlemanly gesture, but unfortunately he splashed water on himself and gave up.
"That is amazing, thank you so much!" gushed Bullock.
The fact is, it seems hard to get the Oscar-winning actress riled up; after all, she's now promoting an R-rated comedy that's full of "F-bombs," as she put it.
"I let loose," she admitted. But is she like that in real life? "Are you joking me? All the time."
Still, whatever might come out of Bullock's mouth in the film, it's nothing compared to what McCarthy said. "She opens her mouth and you have no idea what offensive and hurtful things are going to come out of it about you personally," said Bullock, very subtly tongue-in-cheek.
"Do not lump me in with that sailor potty mouth Melissa McCarthy," she added.
No chance, and just in case an offense was being taken, one of the crew walked on set with another, more portable bouquet of flowers for Bullock. "Now," she asked, "who's got the jewelry?"
"The Heat" opens in theaters on June 28.

Since T-Mobile updated the HTC One S to Android 4.1.1 back in April, many users have seen a noticeable drop-off in battery life. This unfortunate bug soured an otherwise much anticipated update for One S owners who waited patiently on Ice Cream Sandwich for many months.
The newest update -- bringing the software version up to 3.14.531.17 70RD -- is solely focused on fixing the lower battery life caused by the update to Jelly Bean. Those wishing to update need to already be on software version 3.14.531.11 710RD, have a device that is not rooted, and ensure they have at least a 50% charge before beginning the update.

Wall Street advances on central bank comments, data

NEW YORK (Reuters) - Stocks advanced on Tuesday, putting the S&P 500 on track to stem recent losses after comments from central bankers in the U.S. and China eased recent concerns about a credit crunch and an end to stimulus measures.
The People's Bank of China said it would not press banks too greatly in its efforts to curb easy credit as it sought to ease worries of a possible banking crisis.
The S&P 500 <.spx> on Monday closed at its lowest level since April 22 after China's central bank said the country's banks need to do a better job of managing their cash and due to continued worries about a reduction in stimulus measures from the Federal Reserve.
But equities pared losses late in the session after two Fed officials downplayed the notion of an imminent end to monetary stimulus. The benchmark S&P index has fallen 4.8 percent since the Fed signaled last week that it may begin to lessen stimulus should its economic forecasts hold true, including a 1.4 percent drop the day of the announcement.
"Today everything seems to be calmed down - you've got every Fed President going out at every opportunity trying to assure everyone that they have overreacted," said Ken Polcari, Director of the NYSE floor division at O'Neil Securities in New York.
Housing-related stocks advanced, buoyed by a flurry of data that showed continued momentum in the industry's recovery. The PHLX housing sector index <.hgx> climbed 2.1 percent.
Adding support was data showing durable goods orders increased 3.6 percent in May, above the 3 percent forecast, the latest signs of a pick-up in economic activity.
Data from the Conference Board showed consumer confidence jumped in June to 81.4, its highest level in over five years, and above expectations for a 75.4 reading.
The Dow Jones industrial average <.dji> gained 67.85 points, or 0.46 percent, to 14,727.41. The Standard & Poor's 500 Index <.spx> added 7.47 points, or 0.47 percent, to 1,580.56. The Nasdaq Composite Index <.ixic> rose 10.12 points, or 0.30 percent, to 3,330.88.
The S&P/Case Shiller composite index of house prices in 20 metropolitan areas gained 1.7 percent on a seasonally adjusted basis, topping forecasts for 1.2 percent, indicating the housing recovery continues to gain momentum.
New home sales data increased 2.1 percent in May to a seasonally adjusted annual rate of 476,000 units, the highest since July 2008.
