Stocks up in midday trading as spending rises

NEW YORK (AP) ? Technology companies led the stock market higher Monday, pushing the Standard & Poor's 500 index back up to the record high it reached earlier this month.

A pair of strong economic reports also encouraged investors. Wages and spending rose in the U.S. last month, and pending home sales hit their highest level in three years.

Shortly after 12 p.m., the Dow Jones industrial average was up 85 points at 14,798, a gain of 0.6 percent. Microsoft and IBM were among the Dow's best performers, rising 2 percent each.

Big tech firms have slumped this month. Concerns about weak business spending and slower overseas sales have weighed on the industry, said Marty Leclerc, the managing partner of Barrack Yard Advisors, an investment firm in Bryn Mawr, Pa. Revenue misses from IBM and other big tech companies have highlighted the industry's vulnerability to the world economy.

"The areas of the stock market that haven't done as well rely on exports," Leclerc said. "Those stocks more dependent on the domestic economy have done the best."

Tech played catch-up on Monday. Information technology stocks rose the most of the 10 industry groups in the S&P, 1.5 percent. It's the only group that remains lower over the past year.

The S&P 500 index was up 11 points to 1,593, a gain of 0.7 percent. That matches its all-time closing high reached on April 11.

The Nasdaq composite rose 32 points at 3,311, a rise of 1 percent. Apple, the biggest stock in the index, rose 3.5 percent to $431.95.

The number of Americans who signed contracts to buy homes reached the highest level since April 2010, according to the National Association of Realtors. Back then, a tax credit for buying houses had lifted sales. Separately, the government reported that Americans' spending and income both edged up last month.

Moody's and Standard & Poor's parent company McGraw-Hill surged following news that the ratings agencies settled lawsuits dating back to the financial crisis that accused them of concealing risky investments. McGraw-Hill gained 6 percent to $54.80, while Moody's jumped 10 percent to $61.02, the biggest gain in the S&P 500.

Eaton Corp. gained 5 percent to $61.31 after reporting that its quarterly net income jumped, beating Wall Street's estimates. The results were helped by its acquisition of Cooper Industries, an electrical equipment supplier.

In the market for government bonds, the yield on the 10-year Treasury note slipped to 1.65 percent. That's down from 1.67 percent late Friday.

'Super-resolution' microscope possible for nanostructures

Apr. 29, 2013 ? Researchers have found a way to see synthetic nanostructures and molecules using a new type of super-resolution optical microscopy that does not require fluorescent dyes, representing a practical tool for biomedical and nanotechnology research.

"Super-resolution optical microscopy has opened a new window into the nanoscopic world," said Ji-Xin Cheng, an associate professor of biomedical engineering and chemistry at Purdue University.

Conventional optical microscopes can resolve objects no smaller than about 300 nanometers, or billionths of a meter, a restriction known as the "diffraction limit," which is defined as half the width of the wavelength of light being used to view the specimen. However, researchers want to view molecules such as proteins and lipids, as well as synthetic nanostructures like nanotubes, which are a few nanometers in diameter.

Such a capability could bring advances in a diverse range of disciplines, from medicine to nanoelectronics, Cheng said.

"The diffraction limit represents the fundamental limit of optical imaging resolution," Cheng said. "Stefan Hell at the Max Planck Institute and others have developed super-resolution imaging methods that require fluorescent labels. Here, we demonstrate a new scheme for breaking the diffraction limit in optical imaging of non-fluorescent species. Because it is label-free, the signal is directly from the object so that we can learn more about the nanostructure."

Findings are detailed in a research paper that appeared online Sunday (April 28) in the journal Nature Photonics.

The imaging system, called saturated transient absorption microscopy,or STAM,uses a trio of laser beams, including a doughnut-shaped laser beam that selectively illuminates some molecules but not others. Electrons in the atoms of illuminated molecules are kicked temporarily into a higher energy level and are said to be excited, while the others remain in their "ground state." Images are generated using a laser called a probe to compare the contrast between the excited and ground-state molecules.

The researchers demonstrated the technique, taking images of graphite "nanoplatelets" about 100 nanometers wide.

"It's a proof of concept and has great potential for the study of nanomaterials, both natural and synthetic," Cheng said.

The doughnut-shaped laser excitation technique, invented by researcher Stefan Hell, makes it possible to focus on yet smaller objects. Researchers hope to improve the imaging system to see objects about 10 nanometers in diameter, or about 30 times smaller than possible using conventional optical microscopes.

"We are not there yet, but a few schemes can be applied to further increase the resolution of our system," Cheng said.

The paper was co-authored by biomedical engineering doctoral student Pu Wang; research scientist Mikhail N. Slipchenko; mechanical engineering doctoral student James Mitchell; Chen Yang, an assistant professor of physical chemistry at Purdue; Eric O. Potma, an associate professor of chemistry at the University of California, Irvine; Xianfan Xu, Purdue's James J. and Carol L. Shuttleworth Professor of Mechanical Engineering; and Cheng.

Future research may include work to use lasers with shorter wavelengths of light. Because the wavelengths are shorter, the doughnut hole is smaller, possibly allowing researchers to focus on smaller objects.

The work will be discussed during the third annual Spectroscopic Imaging: A New Window into the Unseen World workshop on May 23 and 24 at Purdue. The workshop is hosted by the university's Weldon School of Biomedical Engineering.

The research is funded by the National Institutes of Health, National Science Foundation and the Defense Advanced Research Projects Agency.

Oil slips as US growth lags expectations

NEW YORK (AP) ? The price of oil slipped after two days of strong gains as U.S. economic growth was slightly slower than expected.

By midday in New York Friday, benchmark oil for June delivery was down $1.18, or 1.3 percent, to $92.46 a barrel. Oil gained $4.46, or 5 percent, over the two prior days.

U.S. economic growth accelerated to an annual rate of 2.5 percent from January through March from an anemic pace in the previous quarter. But the markets were expecting growth of 3 percent or better.

The U.S. figure follows last week's report of slower-than-expected growth in China, raising questions about demand in the world's biggest oil-consuming countries.

At the pump, the average price for a gallon of gasoline was $3.51, down 32 cents from a year ago.

Brent crude, which is used to price oil from the North Sea used by many U.S. refiners, was down 80 cents to $102.61 a barrel on the ICE futures exchange in London.

In other energy futures trading on the Nymex:

? Gasoline fell 1 cent to $2.80 per gallon.

? Heating oil declined 2 cents to $2.86 a gallon.

? Natural gas lost 5 cents to $4.11 per 1,000 cubic feet.

Obama honors firefighters killed in Texas fertilizer plant blast

WACO, Texas (Reuters) - President Barack Obama, standing before a line of flag-draped coffins, consoled family and friends on Thursday at a memorial service for firefighters killed in a massive explosion at a Texas fertilizer plant.

The deaths of 14 people, nearly all of them emergency responders, ripped a hole in the heart of the nearby town of West, where farming is a way of life and where many people volunteer for the fire department in their spare time.

"To the families, the neighbors grappling with unbearable loss, we are here to say you are not alone. You are not forgotten. We may not all live here in Texas, but we're neighbors, too," Obama told more than 9,000 mourners who packed a basketball arena at Baylor University in Waco.

Video testimonials for each victim were read by a family member or friend and broadcast on a large screen behind the podium.

In one video, Carmen Bridges, wife of Morris Wayne Bridges Jr., 40, fought back tears as she told of the last time she had seen her husband. As he rushed out the door to respond to the April 17 fire in West, he stopped to hug his 2-year-old son.

"'Daddy loves you and he'll be right back,'" Bridges recalled her husband telling the boy. "And he didn't come back."

As the name of each victim was read aloud, a bell rang, echoing through the vast arena, where a dozen coffins - most covered with U.S. flags, and a couple covered with Texas flags - were lined up in front of the stage.

The April 15 Boston Marathon bombings and the search for the suspects last week often overshadowed the Texas tragedy in the national news media.

But Obama sought to assure Texans that they were in his thoughts. He vowed that federal and state authorities would help to rebuild the town of about 2,800 residents.

"Know this, for the eyes of the world may have been fixed on places far away, our hearts have also been here through times of tribulation," Obama said.

The explosion at the West Fertilizer Co. plant obliterated a residential section of West, about 20 miles north of Waco.

The town had 33 volunteer fireman. Five were killed, as were four paramedics from nearby towns who rushed to the scene. Among the others killed was an off-duty Dallas fireman who lived in West and a local welder who went to the plant to help.

Obama praised the courage of people "who so love their neighbors as themselves that they are willing to lay down their lives for each other.

"America needs towns like West. That's what makes this country great, it's towns like West," he said.

Investigators have not determined the cause of the blast, which also injured some 200 people.

Besides Obama, speakers included Texas Governor Rick Perry and Baylor University President Kenneth Starr, best known for his investigation of the sex scandal involving then-President Bill Clinton and White House intern Monica Lewinsky during the 1990s.

Federal regulators poised to crackdown on payday loans | MinnPost

When banks allow customers to borrow against upcoming deposits ? of, say, Social Security checks or paychecks ? the transactions are advertised as safety nets and protection against overdraft fees when emergencies arise.

Lending Trap: Cash at a Cost seriesIn reality though, too many borrowers become trapped in a costly cycle of debt that can lead to more overdraft fees and other expenses, says a "white paper" issued this week by the U.S. Consumer Financial Protection Bureau.

?They continually re-borrow and incur significant expense to repeatedly carry this debt from pay period to pay period,? says the white paper. Whether the borrowing is done from a storefront payday loan company or a deposit advance at a big bank, ?The high cost of the loan or advance may itself contribute to the chronic difficulty such consumers face in retiring the debt,? it said.

Now, federal regulators are poised to crackdown on the big banks, including U.S. Bank and Wells Fargo, offering loans tied to checking accounts, according to the New York Times.

?Regulators from the?Office of the Comptroller of the Currency?and the?Federal Deposit Insurance Corporation?are expected to clamp down on the loans, which carry interest rates that can soar above 300 percent, by the end of the week,? the Times reported, attributing the information to ?several people briefed on the matter.?

Banks urged to stop loans

In February, MinnPost reported in its Lending Trap series that several consumer advocacy groups in Minnesota had joined 250 organizations nationwide in a?letter?to federal regulators, urging them to stop banks from making such loans.

The Minnesota groups included Lutheran Social Service of Minnesota, Minnesota Community Action Partnership, St. Paul-based Jewish Community Action, several law firms and other organizations that work on behalf of immigrants, minorities and low-income families.

?At face value, the loans provide quick assistance to households who are struggling to make ends meet,? said Pam Johnson, who directs research for St. Paul-based Minnesota Community Action Partnership.

?But through our work and personal relationships with thousands of low-income Minnesotans, we know that household situation 30 days after the payday loan has not changed, and they will be unable to pay the loan on time,? Johnson told MinnPost in February. ?This often results in an ongoing cycle of debt at extremely high interest rates that pushes families into desperate situations including foreclosure, bankruptcy and homelessness.?

In a nutshell, these loans allow regular bank customers to borrow, typically up to $600, on their next scheduled direct deposits. The bank automatically repays itself and also collects a fee once the deposit arrives in the account.

Stringent requirements

Now, regulators are expected to impose more stringent requirements on such loans, the Times reported.

?Before making a loan, for example, banks will have to assess a consumer?s ability to repay the money,? it said. ?Banking authorities are also expected to institute a mandatory cooling-off period of 30 days between loans ? a reform intended to halt what consumer advocates call a debt spiral of borrowers taking out fresh loans to cover their outstanding debt. As part of that, banks will not be able to extend a new loan until a borrower has paid off any previous ones.?

Another requirement will address marketing, the Times said.

?Because the advances are not typically described as loans, the interest rates are largely opaque to borrowers,? the newspaper said. ?Wells Fargo, for example, charges $1.50 for every $20 borrowed. While the bank?s Web site warns that the products are ?expensive,? there is no calculation of an interest rate. The banking regulators will require that banks disclose the interest rates, according to the people familiar with the guidance.?

In response to MinnPost?s questions in February, the banks defended their products. They insisted that their loans come with safeguards intended to avoid the pitfalls of storefront-style payday lending in which borrowers sometimes sink into unmanageable debt by seeking new loans to meet payments on old obligations.

?Checking Account Advance is a safety net for our customers who have experienced an unexpected expense such as a medical emergency or an auto repair,? Nicole Garrison-Sprenger, vice president for Corporate Public Relations at U.S. Bancorp, said in an email response to MinnPost?s questions.

Borrowers are warned each time they use the advance that it is high-cost credit intended to be used only for short-term needs, she said. They also are informed about alternative credit options that may be available. And the bank imposes mandatory ?cooling off? periods as well as limits on the amount and duration of the advance.

?A small percent of our customers use CAA, but those who have give the product overwhelmingly high marks and appreciate having it available to them for emergency use,? she said.

In its white paper, the Consumer Financial Protection Bureau said that deposit advances and payday loans do, indeed, work as intended for some consumers for whom an unusual expense needs to be deferred for a short period of time.

However, it concluded that ?a sizable share of payday loan and deposit advance users conduct transactions on a long-term basis, suggesting that they are unable to fully repay the loan and pay other expenses without taking out a new loan shortly thereafter.?

More than half of the deposit advance users in an in-depth study took out advances totaling more than $3,000, and they tended to be indebted for over 40 percent of the year, typically coming back for an additional advance within 12 days or less of paying off the previous debt.

?These products may become harmful for consumers when they are used to make up chronic cash-flow shortages,? the Bureau concluded.

Just as humans can follow complex social situations in deciding who to befriend or to abandon, it turns out that animals use the same level of sophistication in judging social configurations, according to a new study that advances our understanding of the structure of animal social networks.

The study, which appears today in the journal Animal Behaviour, is the first in which researchers applied a long-standing theory in social psychology called "structural balance," which is used to analyze human relationships, to an animal population to better understand the mechanisms that determine the structure of animal social groups. Researchers analyzed social bonds in behavioral data from a long-term study of the rock hyrax, a small mammal that lives in colonies across Africa and the Middle East.

Structural balance theory considers the positive or negative ties between three individuals, or triads, and suggests that "the friend of my enemy is my enemy" triangle is more stable and should be more common than "the friend of my friend is my enemy" triangle. Another configuration, "the friend of my friend is my friend," is considered to also be a stable configuration in the social network. The last possible triangle, "the enemy of my enemy is my enemy," presages an unstable state, according to the theory.

The potential power of structural balance theory is its ability to predict patterns in the structure of the whole social network and also predict changes that occur over time, as unstable triads are expected to change to stable ones.

"We all live in social networks of some kind, either online or offline, and we are interested in understanding how these groups form and dissolve and their internal dynamics, but while studying these human dynamics is important, it's also very difficult and in many cases impractical. So we study how sociality evolved in animals, which might offer us some insights into our own social behavior. And indeed, the structural balance theory that was developed to study human behavior appears to be relevant in animals as well," said the study's lead author Amiyaal Ilany, a postdoctoral fellow at the National Institute for Mathematical and Biological Synthesis.

In the study, the hyraxes tended to form balanced triads and changed unbalanced triads to balanced triads over time. However, new individuals in the population ? new pups or males that migrate into the network ? introduced social instability by often forming unbalanced triads, causing the network as a whole to retain some level of instability. The study also found that contrary to classical structural balance theory, the "enemy of my enemy is my enemy" configuration was actually a stable configuration. The results suggest that structural balance may play a role in the evolution of social structures by selecting against specific configurations. Structural balance may also serve as a psychological mechanism that allows specific social structures to exist and that prevents cooperation between members of different groups.

The authors suggest that structural balance may be prevalent in other species as well.

"The results indicated that changes in social relationships are dependent not only on two individuals, but significantly on third parties, which underscores the importance of structural balance theory in explaining the evolution of complex natural social systems," Ilany said, who was a doctoral student at Tel Aviv University when the research was begun.

With Fiji set to become a secular state when the new constitution comes into effect, it has been confirmed that "general prayers acceptable to all" will be said in government organised functions.

In the draft constitution, it is clearly stated that religious belief is personal. It said that the State and all persons holding a public office must treat all religions equally and they must not dictate any religious belief.

The draft further said that the State and all persons holding a public office must not prefer or advance, by any means, any particular religion, religious denomination, religious belief or religious practice over another, or over any non-religious belief.

When asked on how the government departments will handle prayers at functions when the constitution is adopted, Acting Prime Minister and Attorney General Aiyaz Sayed-Khaiyum said a prayer can be said that is acceptable to all.

Dubai real estate recovery continues with 16 consecutive months of ...

Property prices increased by 1.5% from February to March with price increases recorded across most areas, while prices and rental values remain significantly below their peak of 2008. Apartment prices remain between 43% and 61% below peak with villa prices between 12% and 49% below peak prices. Rental values show similar trends.

The figures take the year-to-date growth in property prices to over 6.2%. Apartment prices were up by 1.5% while villas were up 1.6%.

Despite this recovery, the shares of real estate developers trade at a discount to emerging markets and world developers, according to the report.

The growth in prices and investor confidence continues despite increased supply. Since the second half of 2011, Dubai as witnessed an increase in project launches by master developers such as Emaar, Nakheel and Damac. Nakheel has restarted various projects while Emaar recently pre-sold four projects with over 1,000 units sold overnight with prime units selling at a 40% premium to market prices reflecting trends seen around the world. Emaar has now announced another project in Downtown Dubai which goes on sale on 20 April.

Commenting in the report, research analyst Athmane Benzerroug said, "The price recovery that started in late 2011 in prime properties is now spreading to second tier communities. Despite new supply, investor confidence remains strong, while main master developers are accelerating project launches."

Despite the growing confidence in the market and the 1.9% increase in share prices seen in March, UAE developers continue to trade at a discount to emerging markets and global developers.

Mr Benzerroug said, "On a price to book value and a price to earnings multiple, UAE developers trade at a discount to emerging markets and international developers. UAE developers are trading at a 0.6x 2013 price to book value versus 1.0x for emerging markets and 1.4x for world developers."

The rocket is one of two commercial rockets NASA is relying on to resupply the International Space Station in the post-space-shuttle era.

Umbilical cords typically supply power and allow flight controllers to monitor a rocket's systems until shortly before launch, when these functions are transferred to the rocket's internal control systems.

The cord dropped from its connector about 12 minutes before the main engines were to ignite. The ground team must drain the fuel tanks before technicians can reach the rocket and pinpoint the cause of the failure.

The mission has been billed as a test flight. It aims to iron out any wrinkles in the processes and hardware used at the pad, in addition to demonstrating that the rocket can deliver a payload to orbit. In this case, the payload is a full-size, full-weight mock-up of the cargo carrier Orbital Sciences has designed to carry cargo.

"You learn a little bit form every launch attempt. So we'll take the lessons learned today and move into another launch attempt as soon as it's safe to do so," said John Steinmeyer, a senior project manager at Orbital Sciences.

The test represents a milestone Orbital Science must clear under its $1.9 billion contract with NASA for eight cargo missions through 2015. Successful completion of this mission represents an immediate check for $4 million from the agency, whose payouts to this point depend on the company passing specified milestones.

In all, Mr. Steinmeyer says, the contract with NASA represents "the most ambitious collaboration to date" for the company, which has been building and launching satellites and smaller rockets for more than 30 years.

The launch site, dubbed the the Mid Atlantic Regional Spaceport, is run by the Virginia Commonwealth Spaceflight Authority, a collaboration between Virginia and Maryland.

The spaceport was established in 1997 at the southern end of NASA's Wallops Island Flight Facility. Participants broke ground on Antares's launch pad in June 2009.

Until now, rockets launched from Wallops Island have tended to be suborbital sounding rockets, whose motors burn solid fuel. Antares' installation required pumps, plumbing, and tank farm needed to store and deliver the chilled liquid fuel that Antares's main engines require.

The launch window for this test extends through April 21. If troubleshooting goes well, Orbital Sciences could try again as soon as Friday.

Oscar-winning actress Reese Witherspoon was arrested and jailed for a short time in Atlanta early Friday morning, according to an incident report originally obtained by Variety.?Her husband, CAA agent James Toth, was also arrested and jailed.

Toth was spotted by an Atlanta police officer while driving in the wrong lane, and now faces one DUI charge, and a second for "failure to maintain lane," according to the report, which was also obtained by TODAY.com. Witherspoon faces a charge of disorderly conduct.?

The pair were pulled over when Toth's failure to maintain his lane was cause for suspicion of driving while intoxicated, and Witherspoon found herself handcuffed after refusing to stay in the car while the officer administered a field sobriety test on her husband.

"Mrs. Witherspoon began to hang out the window (of her car) and say that she did not believe that I was a real police officer," Officer J. Pyland noted in his report. "I told Mrs. Witherspoon to sit on her butt and be quiet."

The back-and-forth between Witherspoon and Officer Pyland escalated until he arrested her and put her in the rear of his vehicle.

The report also quoted Witherspoon as asking, "Do you know my name?" The officer says he answered that he didn't need to know her name "right now," and she told him, "You're about to find out who I am," later adding, "You are going to be on national news."

The couple were released at around 3:30 a.m. on Friday morning. A court appearance is scheduled for 8 a.m. Monday morning in Atlanta Municipal Court, but Variety said their attorney is likely to request a posponement.?

Witherspoon has been in Atlanta recently filming an independent film, "The Good Lie." The pair have been married since 2011 and she gave birth to their son Tennessee James Toth last September.

It was an effort to restore a sense of order two days after a massive fertilizer plant explosion killed or seriously injured 22 first responders alone in West, Texas ? a town of 2,800 that's still made up largely of Czech immigrants.

Authorities on Friday confirmed 12 dead in all, including 10 first responders. Most of the surviving volunteer firefighters remained in area hospitals, many with serious injuries resulting from a massive blast that some here likened to "a nuclear bomb."

Among the volunteer firefighters lost were a pair of Czech-American brothers, Doug and Robert Snokhous; the city's secretary, Joey Pustejovsky; and Jerry Chapman, a goateed individual who was taking an EMT class when the call came about the fertilizer plant.

The department also lost three trucks in the explosion, pretty much the entire inventory of large equipment. Firefighters from other towns washed the department's sole remaining piece, a small pickup truck tanker, on Friday. The department was manned largely by firefighters from other towns, who are now loaning their pumpers as well as hook and ladder trucks.

The survivors are "numb right now," says Roger Wilson, a police chaplain who served after the Oklahoma City bombing and the 9/11 attacks and who is now responding to the West aftermath.

Seventy-seven percent of Texas firefighters are volunteer, and they're a tightknit community ? usually including pillars of the community and known as stalwarts of response. The vast majority of volunteer firefighters are certified, according to the State Firemen's & Fire Marshals' Association of Texas.

Most of the dead had responded to a windblown fire at the plant Wednesday night, and many of them were found inside the blown-up plant. So far, no evidence of foul play has emerged in how the fire started in the family-owned plant, which has been a cornerstone of the community for more than 50 years.

"You look at this long list of names who lost their lives, who showed their dedication ? they did it for zero pay, just out of the goodness of their hearts, to try to protect lives and property of the local community," says Chris Barron, executive director of the State Firemen's & Fire Marshals' Association of Texas.

It will take years for the fire department to fully rebuild and overcome the anger and sadness resulting from the heavy loss, says Mr. Wilson, the police chaplain. On Friday, none of the remaining volunteer firefighters, including the man with missing teeth and an arm in a sling, felt like talking to the press.

"This is a small town. All these people are connected, and right now, they still can't believe that this happened," Wilson says. "What usually happens in cases like this is these departments lose their top people, because they're the ones who run to the scene."

Firefighters Robert and Doug Snokhous were second cousins of Raymond Snokhouse, the Czech honorary consul for Texas. Burly individuals, they became known as the chief "jaws of life" operators on the squad, and they were always racing to accidents and fires to get there first.

"They were always together in life, and they left this life together," says Mr. Snokhouse, who was accompanied to West on Friday by the Czech ambassador to the United States, Petr Gandalovi?. He struck a resolute note, too: "We are survivors who came here to this country, and this is life. It's not what happens to us, but how we handle it. We will overcome this."

All of their clothing is manufactured in the US, where environmental standards and employee rights are more stringent than other countries outside of North America. This also means that there is less fossil fuels spent in shipping the fabric to the manufacturer and then the product to the consumer. I was thrilled to find that the soft yellow hat and autumn orange sweater were made from pre-consumer cotton fibers? what this means is that the company sells excess scraps left over from the cutting and sewing process to a textile recycling company that in turn sells their recycled content yarn back to American Apparel for them to use in their new eco-friendly clothing line. It is a fantastic sustainable business model that the world can learn from. I loved the fact that by doing this one small thing there will be a reduction in the amount of wasted fabric scraps heading to the landfill where as organic material it will break down anaerobically creating all kinds of havoc to the air and soil and water tables. This also cuts down on water waste and land use because it is recycling a product that is already manufactured and dyed; at the same time it saves energy and resources consumed in the manufacturing process.

The soft yellow (?golden rod beanie?) knit hat is flexible enough to accommodate many sized heads and is fashionable enough to wear in town, yet light enough for cool evenings and light winter days. The label explains that it is manufactured in LA, CA (USA) from 74% cotton, 24% acrylic and 2% other fibers. Hand wash and line dry or use hand or delicate wash settings and low dry settings on the laundering machines.

The autumn orange sweater (?orange julep?) is a welcome color to my wardrobe, and is made from 55% recycled cotton yarn and 45% polyester ? it will need to be hand washed and lain flat to dry.

The ?galaxy? blue and soft ?pomegranate? orange short sleeve t-shirts are both light and very soft to the touch, they will be perfect for the summer and fall season. They are both part of the Sustainable Edition of American Apparel?s new line of 100% organic clothing and can be washed in cold water and low dryer settings on the laundry machines. It looks like they can be ironed as well, if that is of concern to you? personally I don?t mind a little crinkle here or there.

Former FBI Official On Crowdsourced Evidence: 'Better To Over-Collect Than To Under-Collect'

We don?t yet know whether the images of the two men now accused of detonating deadly bombs at the Boston Marathon were gleaned through modern data mining -- poring through thousands of photos and videos captured on private citizens' cameras and smartphones -- or rather just old-fashioned police work.

The first photographs of the two suspects released by the FBI appear to have been captured by surveillance cameras, the sort of technology that has been in place for decades. But a former high-level FBI official suggested that, behind the scenes, more modern collection methods may well have played a role in pinpointing the suspects: The trove of photographs harvested from smartphones wielded by throngs of people in the area of the bombing may have sharpened the perspective of investigators.

"In every investigation, it's better to over-collect than to under-collect," Timothy Ryan, the former FBI official and now a managing director of the cyber-investigations practice at the global security firm Kroll told The Huffington Post. "That is the essence of investigations. If you start small when you're dealing with digital evidence, you run the risk of losing it. When you start big and you just start collecting stuff even if you're not sure exactly where this road is going to go, you're going to do a lot better."

While it may seem that this veritable crowdsourcing of a major criminal investigation would overload law enforcement -- in essence expanding the size of the haystack while looking for the hidden needle -- Ryan said he would have done the same thing.

"Whenever you release a photo to the public, you have the same risk as when you put a large reward to the public -- you have the possibility of overwhelming investigators with leads that don't pan out," Ryan said. "But in a case like this -- when the stakes are high enough and the resources of the entire U.S. government are at your disposal -- then that's exactly the right call."

Ryan, who spent 13 years with the FBI and ran the bureau's largest cybersquad, emphasized that the most useful data about the suspects is still to come.

"To the extent that they had a computer and used it, it will be a treasure trove of information," Ryan said.

By early on the evening of April 15, a post by user superdude4agze's had risen close to the top of the subreddit "inthenews." The post provided essential resources offered by Redditors, including offers of places to stay, rides, food and hundreds of thousands of frequent flyer miles for those who needed to leave Boston and to victims' family members who needed a flight into the city.

Reddit was uniquely prepared to get food out to those in need. Through its subreddit "Random Acts of Pizza," where users can send each other pizzas just to be nice, rescue workers and those who had been hospitalized were the beneficiaries of?Redditor generosity . Restaurant Anytime Pizza is leading the effort.

"Spoke with an Anytime Pizza employee (Perry) this morning. They pulled in their entire staff last night to cook and deliver pizzas," Redditor iamnotevenperturb, who moderates the pizza subreddit, reported. "You'll be happy to know, though, that they were getting police escorted around and were working straight through the night."

Heroes of Reddit

Perry, the pizza man of Anytime Pizza, is poised to become a?Reddit hero. He has said that regardless of donations, he will continue to deliver pizzas. This afternoon he will be sending them to shelters and fire stations.

"He could just post "Hi, I'm Perry" and provide proof and we would all probably piss ourselves," Redditor anotherguy2 posted, referring to another popular Reddit feature called IAMA, in which people come on Reddit to answer questions. Past participants include President Barack Obama and Bill Gates.

Today (April 16), the man who used a belt as a tourniquet for a victim whose leg had been blown off by the second bomb hosted an "IAMA" and has invited readers to "Ask Me Anything" ? AMA in Reddit shorthand.

The generosity of Redditors has made an impact and the effort continues. A ?Redditor wrote, "This is such a wonderful thing you are all doing for those affected. I've done all I can from here in FL, but this is actually bringing tears to my eyes to see how many people are doing so much!!"

(AP) ? Predicting a nightmarish air travel snarl that will stretch from coast to coast, the airline industry and the nation's largest pilots union joined forces Friday to sue the Federal Aviation Administration over its decision to furlough air traffic controllers in order to achieve spending cuts required by Congress.

Two airline trade associations and the Air Line Pilots Association said they have filed a lawsuit asking the U.S. Court of Appeals in Washington to stop the furloughs, which are scheduled to kick in on Sunday. However, the earliest the court is likely to schedule a hearing is sometime next week, after the furloughs have begun, said Nick Calio, head of Airlines for America, which represents major carriers.

The way in which the FAA has chosen to implement the furloughs could result in one out of every three airline passengers across the country suffering flight delays or cancellations, industry officials said at a news conference.

"The impact of these cuts on our industry cannot be overstated," said Faye Black, vice president of the Regional Airline Association, which joined the suit. "We think there is not one airport in the nation that will be immune to this."

Sunday is a light air travel day, but by Monday the effects of the furloughs should start to "snowball," creating an air travel mess the equivalent of having a "Hurricane Sandy in the North and Hurricane Katrina in the South," said Lee Moak, president of the pilots union.

Federal officials have said they have no choice but to furlough all 47,000 of the FAA's employees, including nearly 15,000 controllers, if they hope to cut $637 million from the agency's budget by the end of September, as required under automatic, across-the-board spending cuts imposed by Congress. Each employee will lose one day of work every other week, which will amount to a 10 percent reduction in available controller work hours to staff air traffic facilities on any given day.

FAA officials declined to comment on the lawsuit.

The controller furloughs will save the agency $200 million, FAA Administrator Michael Huerta said earlier this week. But fewer controllers will mean planes have to take off and land less frequently so as not to overload controllers on duty, he said.

An FAA analysis released Thursday said fewer controllers will mean major delays at some of the nation's busiest airports, although the delays will vary significantly depending upon the time of day and other factors unique to each airport.

Maximum delays of more than three hours were predicted for some flights to Atlanta's Hartsfield-Jackson International Airport, the world's busiest airport as measured by the number of passengers who pass through it. But many flights arriving at the airport would suffer no delays or only brief delays, according to the FAA analysis.

Other airports predicted to experience significant delays as a result of the furloughs include Newark Liberty in New Jersey, John F. Kennedy and La Guardia in New York, O'Hare in Chicago, Los Angles, Minneapolis-St. Paul, San Diego and Fort Lauderdale-Hollywood in Florida. Airports in Philadelphia, San Francisco, Miami and Charlotte, N.C., as well as Chicago's Midway International Airport, are forecast to experience lesser delays.

Sequester budget bludgeons families with two government jobs

NEW YORK (Reuters) - The government's effort at cutting spending across the board is hurting a population once considered among the most financially stable - dual income families where both partners are government employees.

Starting on Monday, employees at agencies such as the Federal Aviation Administration and the Office of Management and Budget will be required to take unpaid days off - a consequence of the U.S. government's sequestration budget cuts. These forced furloughs come on top of the first round of cuts that began on March 1, and they will reduce some workers pay by as much as 12 percent a month.

The cuts, which include decreased work hours for federal employees, hiring and pay freezes and layoffs, hit hard couples like Laurie and Jack Swensen, FAA employees in Kansas City, Missouri. When they both start furloughs next week, the couple will earn $1,900 less every month. The cuts come just as they were making moves to buy a house, said Laurie Swensen.

With six family members, including their eldest son and his pregnant wife, living in a two-bedroom rental home, the Swensens were eager to move. But the furloughs and subsequent pay freezes have forced the family to reconsider.

A Reuters analysis of Census Bureau data from the Minnesota Population Center in March 2012 shows that about 400,000 employed Americans were part of a husband-and-wife team where each worked for the federal government in civilian or military roles.

Civilian personnel will be the first to be affected by the furloughs.

The cuts are expected to have wide-ranging consequences, experts said. Besides destabilizing families that rely on government salaries for both partners, they may undermine loyalty and cause some in-demand and highly qualified workers to leave.

"They're not taking into consideration what they're doing," Laurie Swensen said, referring to Congress and the president. "When you take that big of a chunk of people's budget, that's going to put people into bankruptcy. It's going to put them back where they were just three or four years ago."

BUDGET CRUNCH

U.S. President Barack Obama proposed sequestration as a political ploy to push Congress to reach an agreement to reduce government spending. When March 1 came and went without an agreement, $85 billion of automatic spending cuts went into effect, pushing federal agencies to furlough employees whether they be meat inspectors or military vehicle mechanics.

The FAA will furlough almost all of its 47,000 civilian employees for a day per pay period to meet its mandatory $637 million budget cuts.

The Department of Defense said it will have to furlough almost all of its 780,000 civilian employees to reduce its budget by $41 billion. Those furloughs will likely start in mid- to late June, and will require employees to take 14 days unpaid leave sometime between the start date and September 30, according to the department website. This is the equivalent of a 12 percent pay cut.

"We're hearing from a lot of communities that the cutback is already starting," said Joyce Raezer, associate executive director of the National Military Family Association, an advocacy group. "They're already deciding ?I'm not going to buy a new car. I'm going to cut back on my cable bill.'"

Heather Barlow and her husband, Chris, both work at Letterkenny Army Depot in Chambersburg, Pennsylvania.

Heather Barlow lost her job in Letterkenny's data logistics division in March after the first round of sequestration cuts eliminated her position. The same day, Chris received word from managers and union representatives that employees in his aviation and missile command department could expect to be furloughed one day a week.

Chris, who has not yet been furloughed but was informed by managers and union leaders that it is likely, is selling his Harley Davidson motorcycle to ensure his family has a financial cushion.

Heather, meanwhile, has stocked their freezer and pantry with about two months of non-perishable groceries, something, she said, that makes her feel more in control.

FIRST TO FEEL CUTS

Many conservatives argue that there is plenty of fat in the federal budget that could be trimmed. But, when it comes to sequestration, which is more of an axe than a scalpel, they find they have some common ground with the affected federal employees.

"The one positive thing I could say about (sequestration) is it is cutting spending and these are the only spending cuts we're getting out of Congress these days," said Patrick Louis Knudsen, senior budget analyst at the Heritage Foundation, a conservative think tank. "However, it's not a good way to budget. It leaves a lot of people up in the air."

Mattie Duppler, director of budget and regulatory policy at Americans for Tax Reform, a conservative, taxpayer advocacy group, agreed saying, "Sequester is definitely an inelegant and possibly the worst way to cut spending. There is plenty of extraneous spending going on at these federal agencies.

"Why are the workers the first to feel the cuts?"

While layoffs and furloughs impact families' budgets immediately, they also lower morale and loyalty long term, said Paul Light, New York University Professor of Public Service and an expert on civil service and bureaucracy.

The cuts make no distinction between high performers and mediocre ones - everybody goes, he said.

The government does not calculate the impact lower morale has on productivity the way other businesses do, so there is no way to know the economic impact, Light said. But the furloughs may lead to a brain drain of highly skilled workers leaving for more lucrative, private-sector jobs.

"It has a pernicious effect on loyalty to the federal government," Light said. "The people who will leave are the wrong people to leave ? they're highly skilled workers who can go elsewhere. The people who are staying are staying because they have nowhere else to go or they have no choice."

Sequestration cuts will also strike specialized workers who are often tied to contracts that prohibit them from leaving.

Chris Lloyd, a contract worker in high security at White Sands Missile Range, the largest military installation in North America, expects to be furloughed beginning in May or June at about the same time he plans to marry co-worker Stephanie McDonald.

The furloughs will mean four-day work weeks for each of them until September 30, about the equivalent of 12 percent of their paychecks.

White Sands, which is also home to a nuclear reactor, employs more than 9,300 people, including 2,459 civilian Department of Defense employees. Almost all of those civilians will be furloughed, but the agency is unable to give more specific information about the start, said Monte Marlin, spokesperson for White Sands. That leaves employees in a holding pattern.

Facebook makes it easier to integrate with Windows 8 and WP8 apps

While we still wait for Facebook to release an official app for Windows 8 and Windows Phone 8, the social networking service is now making it easier for third-party app developers of those platforms to put in Facebook features in their apps.

In a post on the Windows Phone developer blog, Microsoft has announced that Facebook has now released the Facebook SDK for .NET, based on C#/XAML. This new set of software tools should allow for more and better integration of Facebook features inside Windows 8 and Windows Phone 8 apps.

The SDK is part of the Facebook Technology Partners program and is an open source project that's owned and maintained by the Outercurve Foundation. App developers can go to the Facebook SDK website to download the tools which include tutorials for Windows 8 and Windows Phone 8 apps.

Microsoft says this new Facebook SDK has two key features that should please app developers. One is that it makes logging into Facebook from within apps easier, saying, "Based on the provided samples, all you need to do is use a bit of boilerplate code, add your Facebook app ID to the mix, and voila! You can have people logging on to your app with Facebook."

The other feature, according to the blog, will let developers "focus on your Facebook-related scenarios by abstracting away the low-level details such as HTTP connections and query parameters." Code sharing between Windows 8 and Windows Phone 8 app should also be easy with these new tools.
